After shuffling the names, it shares them out one at a time across the teams, so the sizes differ by at most one person. When the total does not divide evenly, the earlier teams simply get one extra member each.

Can I set the team size instead of the number of teams?

Yes. You can either say how many teams you want, or how many people each team should hold, and the other figure is worked out from your list. Either way the split stays as balanced as the numbers allow.
